Yes-ish. Calves do seem to be one of the most genetically determined bodyparts, far moreso than others. I think part of it is poor training, people do calf raise in a such a way that the achilles tendon (which is made to store/return elastic energy) does most of the work so calves never get a real training effect.
But there was some data a few years back on androgen receptor density and, in men, at least, it was highest up top (AAS users have long noted that shoulder girdle just blows up first and most) and decreased on the way down. Presumably (I think), this helps provide the typical male physique, wide shoulders giving a tapered waist, etc.
Meaning that calves have the least androgen receptors and grow the least in your typical male. It may even explain why some men (think Arnold at his prime) grow upper body so much more readily but have crappy legs as a whole (this is on top of the fact that most guys hate to train legs).
Years ago, Bryan Haycock expressed a theory to me (this ties in with the thread on androgen receptor upregulation) that since bodybuilders went to basically year around drug use, their legs have improved. Perhaps long-term (months to years) steroid use eventually upregulates AR number in thighs and calves and lets them finally grow some pins.
It has always seemed to me (and this is in that 'half-assed' theory category) that women may have a reversed pattern, you see too many women with skinny upper bodies but reasonably developed thighs and calves (of course, this often accompanies quite a bit of bodyfat so yoy have the whole issue of them carrying all that weight around).
And, again this is one of those observations that is in my half-assed theory category, it seems that some males have lower bodies that grow relatively well but upper bodies poorly. I have noticed this in myself. Inasmuch as I grow at all, legs/calves respond better than upper body. I also have low testosterone (low end of normal range).
Coincidence? Yeah, probably.
